Reva keeps a hard-capped tolerance credit for the things your skin plainly tolerates, but that credit is always subordinate to a rising load. Repeated tolerated exposure is the precursor to allergy, not proof of immunity. The declarable list itself grew from 24 to 80 allergens under Reg 2023/1545, so the load is only getting easier to see.
